An employer can only refuse an employee's request to change their salary bank account if the company previously issued a salary transfer commitment to a different bank (for a loan or credit card) and the employee has not provided a clearance letter from that specific bank.
If a company issued a salary transfer letter format committing to a bank, the HR department is legally obligated to transfer the employee's final Gratuity payout and unavailed leave encashment directly to that bank account upon the employee's resignation or termination. The bank will then use those funds to clear any outstanding liabilities before releasing the rest to the employee.
The physical letter itself is not uploaded. Instead, the data representing the salary transfer (the SIF file) is uploaded through the employer's corporate banking portal, which then talks directly to the local labor ministry's Wage Protection System (like MOHRE in the UAE or Qiwa/Mudad in Saudi Arabia).
